An Introduction to European Biofuels TP Stakeholders
R&D&D Mapping Database
To achieve an overview of the current state of biofuels R&D in Europe vis à vis the Biofuels TP SRA, a database has been created to collate the main ongoing projects funded by EU, Member States and other countries of direct relevance to the SRA. The database covers studies, research and demonstration projects.
Mapping of such key R&D projects of relevance to the SRA has just been initiated by the Biofuels TP secretariat. This involves gathering information on projects funded by EC, Member States or other countries, using information currently available on Cordis, Biomatnet and other information sources.
Information on a number of projects has already been compiled by the Secretariat, but the participation of stakeholders will be crucial to obtain a more complete picture of ongoing R&D projects. All registered stakeholders can supply this information via an online questionnaire. They will also have access to the searchable database of projects.
How to access the Biofuels Research Database and Questionnaire
A) Register as a Stakeholder
If you are not currently a registered Stakeholder,
but are actively involved in Biofuels research, please complete the stakeholder
application form. We will then send you a username and password to access
the questionnaire and database.
B) View the Biofuels Research Database
i) Login using
your Stakeholder members area username and password.
ii) You will be redirected to the search page, where you can find projects in specific countries and research areas, and then view full details and links.
C) Submit your project details
Simply login to the search page (as described above), and click on submit new project to launch the questionnaire.
About European Biofuels TP Stakeholders
What is a Stakeholder in the context of the European Biofuels Technology Platform?
A stakeholder is any organisation whose commercial or business activities affects, or can be affected directly by the actions taken by the actions or recommendations of the BiofuelsTP. Hence, stakeholders can include:
Businesses, Corporations and other organisations involved in supplying any components of the overall chain from biomass production, through utilisation, conversion, distribution and end use. This includes both direct involvement with the biomass component, as well as manufacturers and suppliers of equipment for any stage of the overall process including engines and vehicles. Plant breeders, seed suppliers, design and contracting engineering companies, fuel distribution bodies and fleet management companies are other examples of business stakeholders.
Since a primary purpose of the BiofuelsTP is the identification of research
priorities stakeholders also include research institutes and university departments
actively engaged in biofuels research.
A wide range of support organisations or common interest groups are also
stakeholders. These include, Farm of Forest Unions, Professional associations
, Industry trade groups, Learned Societies, NGOs and other special interest
advocacy or lobbying groups.
From the financial world investors, shareholders and others involved in developing increased availability of biomass and greater capacity of biomass conversion are also stakeholders.
From the legal and decision making sector stakeholders will include Government regulatory agencies as well as both national and local governmental bodies that will have to incorporate policies into law, consider acceptance of, for instance GM crops, and with planning permission and help surmount other non-technical barriers to the adoption of biofuels for transport.
Finally, since everyone will be affected by a growth in use of biofuels – the public at large, not only in Europe but world-wide as these policies impact on the Global Community.
How are stakeholders involved in the BiofuelsTP?
The involvement of stakeholders within the Biofuels TP is defined by the Terms of Reference (TOR) (link), which allows for representation of all relevant stakeholders within the operating bodies of the platform – that is the Steering Group (SG) and the various sectorial working groups (WGs).
In the first instance stakeholders can assign members, who are authoritative individuals, able to contribute to the objectives of the BiofuelsTP through work, advice and influence, to the operating bodies. At present membership of these bodies has been fixed on the basis of democratic procedures in line with the TOR, in order to provide the management and information input required to initiate the primary tasks of preparing the Strategic research Agenda (SRA) and Deployment Strategy (DS). However, membership of these bodies is not fixed - under the TOR Members are appointed for a 2-year term.
Direct involvement in the activities of the BiofuelsTP is possible through memebrship of the Stakeholder Plenary. This a community of Stakeholders that participate in the Platform through various communication channels (in particular the website and a once-a-year Plenary meeting) in order to facilitate information dissemination to stakeholders concerning the platform activities and to stimulate future cooperation in collaborative RD&D projects.
The Plenary Meeting (currently in the planning stage) will be an opportunity for open debate on the strategy adopted in the SRA and DS and will follow a period of Consultation in respect of the Draft documents.
Direct consultation with all stakeholders is facilitated through a ‘stakeholder’ section of the BiofuelsTP website. This is open to all registrants who will be supplied with password-protected access to draft documents and other priority information and be able to interact directly with the Platform thorough an on-line forum.
How does our organisation join the Stakeholder Group?
Membership of the Stakeholder Group can be obtained by application using the on-line form and return to stakeholders@biofuelstp.eu. It should be noted that in general a stakeholder is an organisation, not an individual and hence requires a nominated individual who should be selected on a similar basis to that used in the selection of members of other operating bodies of the BiofuelsTP – that is authoritative individuals, able to contribute to the objectives of the BiofuelsTP through work, advice and influence, to the operating bodies.
How will Stakeholders participate in the Consultation process?
Draft documents will be made available through the Stakeholder Members area prior to release to the general public and responses will be taken into account in preparation of the draft for public consultation.
What use will be made of information submitted by Stakeholders to the BiofuelsTP?
In general all information submitted to the BiofuelsTP will be regarded as public domain, unless the Chairman of the SC and the Secretariat are specifically informed in writing that the information is restricted or ‘commercial-in-confidence’.
A minimum of information is required for the stakeholder application and this information will be made public through the website. This includes the name and address of the organisation and the name of the representative. The stakeholder must provide full contact details, but may ask for these to be withheld from the public part of the website. However, this information will be included in the pass-word protected ‘Stakeholders’ area.
While the SC is happy to accept relevant information on a broad front, the BiofuelsTP reserves the right to use this information in forming a concensus opinion in the best interest of the biofuels community and cannot operate as a conduit for individual views.
Registration process
Before registering, please check the online Database of Stakeholders. If your organisation is already listed you can find the name of your representative on the relevant sector of this website and should discuss your views with them in order to present a consistent corporate view.
If your organisation, or department, is not represented on the database, please register or encourage your organisation to nominate a suitable representative.
Stakeholders who register will be sent a user name and password to enable priority access to documents, contact details and other information in addition to that accessible to the general public.
